Literally “blue-green + (red) earth + [​exclamatory particle] + [​strengthening particle]”.

The first sense refers to 奈良坂, 平城坂 (Narasaka, hill-road north of the modern city of Nara) where its soil made for excellent paints and pigments were said to be extracted there.
