This term is generally restricted to pseudolegal use and is rooted in the pedagogical sector while being avoided by jurists. German, Austrian or Swiss family law does not employ this term; due to the weight of pedagogues it occurs in SGB VIII, JuSchG, and Lower Saxony’s schooling statute, and once peripherally in NRW’s schooling statute.
