洋人 (yángrén) is a plesionym of 外國人／外国人 (wàiguórén) because their meanings are not equivalent:

1. 洋人 (yángrén) and 外國人／外国人 (wàiguórén) are near-synonyms (Caucasian = foreigner) but
2. 外國人／外国人 (wàiguórén) and 洋人 (yángrén) are not synonyms (foreigner ≠ Caucasian)

Meanwhile, 老外 (lǎowài) is a synonym of 外國人／外国人 (wàiguórén) because it can also refer to foreigners of other nationalities such as overseas Chinese. KevinUp (talk) 09:00, 23 November 2019 (UTC)

We usually want strict synonyms in these dialectal tables. That being said, I feel like 外國人 or 老外 often has a connotation of meaning "Westerner/White/Caucasian". Maybe that's just me living in a Northern American context (or having lived in a Hong Kong context).
