I'm not convinced that the SOPness or idiomaticity) of Berliner Dom and Kölner Dom differ significantly. Certainly, it seems to be possible to use Berliner Dom SOPly: google books:"ein Berliner Dom, google books:"der erste Berliner Dom". The most common use of Berliner Dom is in reference to the building on Museum Island, but then, I don't imagine that building a new Dom in Köln would change which building most new uses of Kölner Dom were referring to. And in any case the Kölner Dom is a [Kölner] [Dom], and the Berliner Dom is a [Berliner] [Dom]. The Statue of Liberty is a [statue] [of] [liberty], too, but it at least has some symbolism and might be attested with metaphorical meaning.
