From Malay sijil, from Arabic سِجِلّ (sijill, “register, registry, record, list, log”), from Byzantine Greek σιγίλλιον, σιγίλλον (sigíllion, sigíllon), ultimately from Latin sigillum (“little sign”). Doublet of segel.
