Blend of 平城京 (Heijō-kyō, “Nara”) + 長安 (Chōan, “Chang'an”).
Nara was the previous capital city of ancient Japan during most of the Nara period. Chang'an was the capital of ancient China during the Tang dynasty, which had heavy influence on Japan when 平安京 was founded.[1][2][3]
