  Darauf, dass es nicht in Biscaya eigentlich volksmässig ist, dass Dinge, die anderwärts (wie Tanz und Vergnügungen) der Privatneigung eines jeden überlassen bleiben, dort gewissermassen Theile der Verfassung werden, unter öffentlicher Aufsicht stehen, und eine feste durch das Herkommen überlieferte, ächt vaterländische, und noch dazu nach dem Geburtsort eines jeden verschiedene Form haben, beruhet offenbar grossentheils das, was man am Charakter des Biscayers, vorzugsweise vor andern Nationen, rühmt.
  On that, that it is not actually according to the manner of the people in Biscaya that things which elsewhere (like dance and delectations) are left to the private wont of everyone become in a certain extent parts of the constitution, are under public supervision, and have a determinate, tradited, genuinely fatherlandly form differing by birthplace of everyone, rests, it is manifest, to a great part that which one calls and praises as the character of the Biscayan, especially before other nations.
