Origin obscure. Possibly a conflated word, partly from *þeudō (“people”), from Proto-Indo-European *tewtéh₂ (“people”); and partly from *þiudijaz, *þiudiz (“good, friendly”), from Proto-Indo-European *tew- (“to hearken, take notice, regard in a friendly manner”).
