Compound of (toyo, bounteous, ample) +‎ 富み (tomi, riches, the (れん)(よう)(けい) (ren'yōkei, stem or continuative form) of the verb () (tomu, to accumulate, to become bounteous, to become rich)). Also analyzable as a shift in reading from the regular on'yomi of hōfu to the expected kun'yomi for these same characters.
